Switchboard will not activate

I have set up a switchboard but it does not activate when I open the
database. It has been set as the default. What have I done wrong?
 
I am not sure what you meant by default ...

Try the Menu command Tools / Startup and set the ComboBox "Display
Form/Page" to the Switchboard Form.
 
TRy this --
Create a macro named Autoexec and have action open the switchboard form.
