SVCHOST is a service host. You probably have more than one instance of the
process running for different system functions. Check which one it is and
post as a reply.

Any ideas on my SVCHOST.EXE seems to constantly run at 99%

It is the interface to run a whole slew of services, and about the only
way to identify which is the trouble is to disable services selectively
(and very cautiously) to see what happens. At Control Panel - Admin
tools - Services, look at ones that have Started, highlight and use
Stop, and if that does not cure it (have task manager watching)
immediately restart that service. Ones I would try first, that have
been implicated in the past, and which you can do without, are
'Background Intelligent Transfer' and 'Routing and Remote Access'
