svchost.exe error event code 7031

I am suffering with this 7031 error on a very recently
installed W2K OEM version with SP2 included. This problem
usually happens anytime I try to download anything from
the internet. It happens sporadically, sometimes halfway
through or sometimes(really frustratingly) right at the
end of downloads. Having trawled the knowledgebase, it
appears that Microsoft are aware of this problem and have
fixed it with SP4. However I have downloaded and
installed SP4 but it has made no difference. Does any
body have any ideas? Please!!!!!

I suggest you have an up-to-date AVP, a firewall(hardware,
or software), AdAware, & SpyBot S&D.
