after about a year of connecting to the internet through a proxy server, a
user (let's say, "steve") can no longer access pop3 mail and the internet.
if i create a new user in the same groups with the same permissions (let's
say, "steve2"), access is back to normal.

i suspect that the "steve" profile is corrupt. is there an easy way to fix
this besides creating a new user and subsequently a new profile on that
specific machine?

i can give more details if needed.

The hidden file ntuser.dat contains the profile information, you can delete
the one in the user's folder , it will be automatically recreated with the
default copy. Of course, the file is in use when the user is logged on, so
you will need to do this while logged in on another account.

Buuuuut....I'm not sure if it is a profile issue you are experiencing. Have
you tried repairing IE? Have you tried in Safe Mode?
