Surte.exe error

Hello,

I have a problem every time I connect to the internet. I
get an error message
16 bit MS-DOS Subsystem
C:\Windows\system32\surte.exe
The NTVDM CPU has encountered an illegal instruction.
CSL:0f31 IP:21e0 OP:63 69 66 69 65 Choose 'Close' to
terminate the application.
If I close it, it justs pops up again a couple of minutes
later. How do I fix it?

i have a virus scanner. are you telling me that this is the cause of my problem. How do I fix it? please help.
