Suppressing "space before" at the top of a page

Is there a switch to get Word 2003 to treat "space before" as if it is zero
when a paragraph is at the top of a page? My headings do not start at the
very top of the text area, but I thought they were supposed to.

Normally, spacing is suppressed, but not for the first heading of a
document or section, and not if the heading includes "Page break
before" formatting.

And there is a Compatibility Option to suppress Space Before after a hard
page or column break, not this still doesn't affect section breaks.
