previously when clicking MS Outlook icon, a window appeared that allowed me
to select one of two e mail accounts.
Now I don't get the selection option, and the mail opened last always opens
automatically.
How do I get the option window back?

There is no prompt when starting Outlook 2003 as to which e-mail
*account* you will be using. You can multiple *mail profiles* and have
them configured to prompt you which to use when you load Outlook. Use
the Mail applet in Control Panel to configure your mail profiles. If
you want to get prompted then do NOT enable the option to always use the
default mail profile.

You might have different e-mail accounts defined under different mail
profiles. However, having multiple e-mail accounts under the same mail
profile has always been available. So you are not getting prompted as
to which e-mail account to use but which mail profile to use for
whatever e-mail accounts are defined under each one. Of course, you
must have more than one mail profile to get prompted as to which one to
use during an Outlook session. Also, to switch mail profiles requires
you to exit and reload Outlook to get prompted again.
