Suddenly cannot run scripts

Whenever I attempt to run a bat file I get the blue Allow/Block window. It
will not accept the Allow but will accept the Block. The Allow action is
recorded in the log. This is a batch file which runs a Java based program
that has previously worked with no problem.

I tried uninstalling and reinstalling MSAS but the problem still remains.

The file is a .bat file, there is no "Open With" on the context menu. It a
problem within MSAS which suddenly appeared after previously working
correctly. Another thing; I cannot open the "Manage Allowed/Disallowed"
function. It says there are no allowed or disallowed items even thought I
have checked the "Block" box.
