Sudden sending problem in Outlook

In Outlook sent Email goes into Outbox and stays there.

Sending from Outbox works from time to time. Settings are corrrect.

Is there a question involved here? Without configuration information it is
anyone's guess. Verify that Outlook is not set to work offline.
