Is there a DOS command/Resource kit tool that will scan
your current subnet and give a list of the IP address
and/or names of machines that are currently connected?

No. But there are any number of network mapping tools, scanners, and
even ping scripts available that will, some for free. Google for
them.

Personally, I'm toying with Network View lately. Relatively cheap
($60 or so) from networkview.com.
