submitting a form makes login box comes up

why does submitting this form ask for the site login and password? this

Normally because the page being referenced does not allow browsing. Contact your ISP / WPP for guidance.

Thank you for that, could you explain a bit more though please, so when my
ISP baffles me with science .... this form is made with FrontPage, so what
part of the form is not allowing people to view it, all the other pages on
the site can be viewed okay ....
