Submenus not working propperly

I'm having troubles accessing to submenus on windows. For example if I go to
Start and select control panel, it displays lets say the screen set up. When
I double click to access to this submenu, the window just pop up and then
disappear. The window does not stay open to work on the tabs or options in
that menu.

Can you help me please?
 
To repair all system files, go to Start/Run, and type: SFC /SCANNOW
