under heading 1 styles i am suposed to use the "heading 1 style is 12-point
arial bold with a blue top border" i can not find this nor figure out how do
do this on my own.... any answers?
 
Are you saying that someone defined a style called "heading 1 style is
12-point
arial bold with a blue top border"? This should then somewhere in the
Styles and Formatting pane.
If you need to define it yourself, it takes asome explanation how to
wrok with styles. In big steps, right-click the Heading 1 style in the
styles and formatting pane, choose modify..., and make the changes in
Font for Arial Pt 12 Bold, and in Border respectively. Define the name
as you like and define other settings.

This sounds like a homework question to me. I suggest you use Word's Help
file, looking for information about font formatting and borders.
