Stuttering o OS

Help,

My OS does something really abnormal. ex. When playing
music with any app., and it's time to switch to the next
song either on a playlist or CD, the system will freeze on
and off for about 5 seconds causing the stuttering sound I
here before it continues. Another ex. If I have multiple
windows opened, and I minimized a couple real quick, the
system freezes for about 5 seconds before getting back to
normal. I am using sounds for minimize, maximize, restore,
etc. actions. What's my problem, and how do I fix it?

System info:
AMD XP 2000
RAM 768MB
