stupidly deleted a program/file

I was trying to rid a file that had a strange man in an.. ahem
....strange...um...outfit that would pop up every time I opened pictures.
This picture showed up in an email and I couldn't get rid of it.

Unfortunately, what I did was delete whatever itis that I need to open jpeg
files.

Can I download this program free from the net? If not, what program do I
need to purchase?

Thanks for your help.
 
I've got no clue what you deleted, what you used to open the jpeg file and
how this is Outlook related. If you deleted some file it should still be in
your Recycle Bin.
