widows Color and appearance
open classic appearance properties for more color options
in color scheme select Windows Aero
(there has got to be a more obvious way but this way works)

It is actually on by default if your graphics card meets all of the required
specs which are more then just the 32-bit color the original poster
mentioned.
After I did what Michael suggested, I found out that the selection was to
Vista Basic. I swear aero was not there before, but its there now and
allowed me to switch. Thanks.
