Click Start, click Run, type services.msc, and then click OK.
In the list of services, right-click Themes, and then click Properties.
On the General tab, click Automatic in the Startup type list.
On the General tab, click Start under Service status, and then click OK.
Exit Services

You should change the Theme under "Theme" tab of Display Properties not the
"Appearance" tab. Right-Click on Desktop (or goto Control Panel), choose
Properties, on the Theme tab, choose Windows XP theme.

However, if Theme tab is unavailable or you are not able to change the Theme
then you can follow the "Ramesh's" procedure to run the "Theme Service"

Before i provide you some links to solve the problem. Try this one:

Right Click on My Computer - choose Properties
Click Advanced - click Settings under Performance
Set the Option - Adjust for Best Appearance

Let us know, if this helps you.
