Streets & Trips 2003 will not load in XP

When I try to load Streets & Trips, an "error" screen
appears that states, "Cannot display the End User
Agreement which must be displayed and accepted before you
can use the application. To display the agreement, re-
install the application."

I did that (re-install) with no change. I then
uninstalled and re-installed it - still with no change.
I then went to a second partition (I have two on my
system, one with 98SE and one with XP) and it installed
fine on the 98SE partition, but will not on the XP
partition - where it had been running fine until a few
days ago.

I need help.

You are installing this Application as a part of Microsoft Works, right.

You have to use the Works installer and install Works, then select Streets
and Trips.
I haven't figured out a way to install just S&T without Works because of
this error message.
May be a bug in the installer for XP.
