Strange problem!

I struggle with a serious and strange problem for a considerable time!
this is it :
I saved an outlook mail on disk. It's type is .msg . Whenever I open
this file, if no instance of outlook was running, then it loaded a new
instance of outlook and open the mail and of course it ran my add-ins!
But If i open my outlook application separately,( when the mail file
was open)my add-ins didn't run anymore!
I need to run my add-ins whenever a new instance of outlook run. I
thanks in advance for any help.
 
If you open Outlook while the .msg is already open then it doesn't open
another instance of Outlook, therefore it doesn't run the addins again.

Is there any way to load add-in again when outlook application load?
I know add-ins that load correctly in this situation. For example,
Outlookspy loads correctly while.msg file was open! or ADXToy Add-in
of course. I'm sure there is a way, but I can't find it.
