Strange pop-up help

Every time I start or restart my computer I get the
following pop-up message:

"Windows cannot open this file:

File: TFTP4060

To open this file, Windows needs to know what program
created it. Windows can go online to look it up
automatically, or you can select from a list of programs
on your computer.

What do you want to do?
Use the Web service to find the appropriate program
Select the program from a list"

This never used to happen. What does it mean and how can
I stop it? When I choose the first option (Web service)
it takes me online and says the page cannot be found.
Please help.

Go to Start>Run type: msconfig Select Startup and see if there's
any entry like that. Uncheck if yes.
Check also for spyware, adware, trojans and virus. Use these sites
