Strange message

When I am in Excel and click on the Help button in the toolbar and then
click on Check for Updates, I get the following message "This operation has
been cancelled cue to restrictions in effect on this computer. Please
contact system administrator." How can I do away with this? I am the only
user of a standalone computer running Windows XP Home Version SP2. I am
beta testing another product and get this same message when I try to do
things within that program also. Any help would be greatly appreciated.

Of course, I meant to type ...due to restrictions in effect...
