strange issue with TS licence

We have a licence server that has 110 total terminal services licences and 43 of these are available for terminal services and a citrix user who has received a message saying their terminal services licence is about to expire. This has now happened and the user can no longer log on even though there are plenty of licences available. If I check the licence manager on the licence server, the user is listed as only having a temporary licence. How can I make this users laptop take a proper licence instead so they can continue to work. If it makes any difference, the user is using Fedora Core 4 as on OS with the citrix client installed.
