By default, the Messenger service has been disabled in SP2.

Start/run, type: services.msc ,Right-click the service that you want to
configure, click Properties. On the General tab, in the Startup type box, To
restore Alerter service click Manual. To restore Messenger service click
Automatic.

(You only need these if you used commands like : Net send * "message here"
to popup a notice dialog box on a remote computer on your LAN.)
