Strange Downloading Behavior

My apologies here for having less than a crisp understanding of the problem
that I will attempt to describe. I got it by phone from a friend a good
distance away and have never witnessed the issue.

This guy is running a pretty generic Windows XP environment (the only really
odd thing that I am aware of is that there is an old Netscape browser
hanging around for some reason). More than once he has run into a web
installation (Flash Player being the most recent) where he clicks the
appropriate 'Install' link on his IE7 browser and the installation file
shows up on his system as a *.jpg file.

Does this problem 'ring a bell' with anyone out there?

No.

Have them show you. If they have high-speed Internet and you have
high-speed Internet - you download the freeware full version of TeamViewer
and have them download the freeware TeamViewer QS and run it. They give you
a 9-digit number, you put it in. They give you a 4-digit password and you
put it in. You can now see and control their screen.
