Storage device in USB port

When I double click the safely remove hardware icon, I get a message that
says "generic volume cannot be stopped now. try again later". How can I
safely remove my storage device?

It means the device is in use, close any programs or files which may be
using it.

I thought that might be it but I closed eveything and it still didn't work

Make sure that you have completed all transfers of data to or from it,
and close any My Computer or Explorer window open on it. Exit from any
program that uses it direct (even if only to read from it)

Seems like it takes TWO attempts to dismount some USB devices.
I have a Maxtor 5000LE, that will almost never dismount on the 1st
Stop call. However, if I try it will stop/dismount.

Depending on whether you have USB 1.1 or USB 2.0, the time
required to write a file and close out will vary by a factor
of 40. If the device is slow, it will take a noticeable
amount of time. Patience Grasshopper.
