Stopping Popup Blocking in IE with XP SP2

After installing XP SP2, the popup blocker in IE is blocking a download of
Excel spreadsheets even when popup blocking is turned off or when using the
"ctrl click" option.
 
Another method is to click on Tools
Internet Options
Click on Security tab
Next to Trusted Sites click on Sites button
add the site you wish to allow the accptance of downloads
