Stopping Explorer from starting at startup

Hey all,
I'm using windows 2000 pro, and I would like to know if anyone
knows how to prevent "Windows Explorer" (I'm talking about the window
manager, not the file browser) from starting up at startup, if I
remember right it's in an .ini but I can't find it, does anyone know?

I know this sounds silly, but I have good reason.

"file browser" sort of sounds like Windows Explorer. No idea what "window
manager" might be.

Yes, you can change the SHELL to something else.
