Stop User From Logon to Desktop

I am running windows 2000 in an NT domain.

Hoe can I deny my user from being able to logon to the
desktop but still give them access to a single application.

In the user account > Environment tab put in the exe of your choice. This
will set the application as the "shell" rather than explorer.

But be aware that this is far from fool-proof. From within most
applications it is rather easy to start explorer or whatever program.
