Stop outlook from sending emails that have certain words or phrases

I would like to know if there is a way to configure Outlook to not
send out emails if they contain certain words or phrases?

We have a running joke in our dept that if someone leaves their PC
unlocked then it is open season for someone to send out an email from
that PC with some embarassing subject matter. In our case the subject
line or details mentions something about that person liking "cute
little teddy bears".

I would like to subvert this by having a rule or something that would
automatically stop all emails from going out that contains the phrase
"teddy bear".

There is seldom good technological solutions to behavior problems. You need
to get management involved at the policy level and make it painful for
employees if caught. You also need to make a habit of locking your desktop,
if not manually when you step away, then via a short delay on the screen
saver that locks when engaged.
