STOP error 7E - pci.sys

I am attempting to install a Windows XP on a new system that I built. There
is nothing on the SATA hard drive. I am getting the above error. So far I
have tried:
Creating a slipstreamed copy of XP with SP3.
Updating the BIOS to the most recent.
Tried an older PATA hard drive.
Changed the SATA Operation in the CMOS from Enhanced to Compatable.
Swapped the PCI-E video card to an older PCI video card.
Got the SATA drivers for the MB chipset from Intel's website for use with
the F6 option.
Swapped the RAM with known good RAM.

The hardware is:
ECS P35T-A MB.
2GB 667MHz OCZ RAM.
Q6600 CPU.
WD 80 GB SATA hard drive.
PNY 8800 GT video card.
ASUS SATA DVD burner.

Any help would be greatly appreciated.

Are you trying Clean install of XP or Repair install?
You receive a stop error 0x7E in Pci.sys

Do you get thw Option tom install the Mother board drivers by pressing F6
and insert the Mobo CD to install Video card driver and other drivers for
the Mobo!

The only thing left try another XP CD installation media and use your Key to
install Windows, your XP CD installation media may be dirty/scratched or
greasy!
Also try another CD-ROM drive.

I am trying to do a clean install.
I tried the MB RAID drivers from the MB CD. There were 2 possibilities for
the ICH9 SB, I tried them seperartely, but still have the same problem. There
were no other drivers that had the "txtsetup.oem" file.
I tried a different CD-ROM drive.
I created the slipstream CD with a new CD-R, so hopefully that isn't the
problem.
Unfortunately, I don't have another XP CD, and I really don't want to have
to buy one.

Thanks for the suggestions though. I'll see if the MB manufacturer can help.
