STMP Time out error message

When I send an email with an attachment like a 500 KB photo, the message makes it to the addressed party but outlook displays an the error message "timed out on the STMP server" and the email stays in the outbox file to be sent again. I am running Outlook 2002 on Windows 98 with all the recommended Microsoft downloaded updates. This also happens in Outlook Express using dial up modem as well as a DSL line. Any thoughts?
 
Do you use an Outlook integrated virusscanner? If so then disable the
outgoing virusscan.
