DCOM got error "The service cannot be started, either because it is
disabled or because it has no enabled devices associated with it. "
attempting to start the service StiSvc with arguments "" in order to run
the server:

What is this all about? How do I fix this?

You don't. An attempt was made to start the service. Since it wasn't needed
(disabled or no enabled devices associated with it), it failed. Consider
this "error" as information on your system. When/if you have software or
hardware that needs the stisvc, it will start successfully.
