Still need help Content.IE5, explaination

I really do still need help. Let me explain it even more
specifically, so bear with me. I opened up internet
options and went to the temporary internet files, pressed
settings and viewed the files. I ran disk cleanup and
viewed temporary internet files there and saw many
folders with wierd names that mixes letters and numbers.
I realized its a hidden folder within the temporary
internet files that contains the main index.dat file. I
saw there were still files that didn't get cleaned up
within those folders. So I stupidly decided to delete all
those folders which has all those files within
the "Content.IE5" folder.

Afterwards I went online and saw some blank picture
parts, the ones with that X and others with "Page cannot
be displayed error" where there's supposed to be a
picture. Also the icon pictures don't show up at all in
the favorites folder and there's a page that does exist
that I can't see that shows the "Page cannot be displayed
error". Even on AIM -aol instant messenger it doesn't
even show the advertisement, it shows an empty box with
an X. Those weirdly named folders came back and they're
all empty.

I tried to "Delete the Temporary Internet Files folder
and the History folder according to instructions at
http://mvps.org/winhelp2002/delcache.htm"
I log on as Administrator within safe mode and still
can't delete them. That's the only Administrator name
account I see. My main user account I just use is called
Owner. Owner's called Computer administrator in the User
Accounts section. I still can't delete it from Owner.
I've tried the command prompt thing and I'm not exactly
sure how that works but I think I eventually went
somewhere and I got to the point where it says "The
process cannot access the file because it is being used
by another process" when I tried to delete the index.dat
file. What is this other process?

Again, were there files in the Content.IE5 folder that I
needed? If so, how do I get it back?
