Static IP addresses are owned / rented by the ISP, unless your
outright one a few. Usually you can not used IP addresses ownedd by a
third party (company or person.)
If you must have a static method at accessing some type of network
device from the Internet, you need to look at sime dynamic DNS
services. You can get an access as "mypc.dyndns.org" which permits
you to access the device by name instead of 192.164.xxx.yyy.
