Static IP Address resetting to DHCP

Problem...

My single Server Windows 2000 AD had a static IP address for the longest
time. Last year we have to restore the server and had some trouble with TCPIP
and had to reinstall TCPIP. Since then I cannot get the network properties to
stay on "Use the following IP address" If I manually set the properties to a
static address, mask and gateway it reverts back to "Obtain an IP address
automatically". However the actual addresses under IPCONFIG are correct as I
entered on the properties screen.

Any ideas...

If no BSOD's occur (Event ID: 1001 Source: Save Dump), then it may be a
power problem. I would look at a possible faulty (or undersized) pc power
supply, UPS, bad battery, or the circuit feeding the outlet that the pc is
plugged into.

I thought I understood the problem until the last sentence. The last
sentence leads me to believe there isn't really as problem. So you'll need
to tell us more. Also post the text generated from;

ipconfig /all

Well, Everything works fine from a production stand point. Opening
applications DHCP, DNS, Explorer, CMD is a little slow.

I have two issues...

I get an uncomfortable feeling when I open TCPIP network properties and see
Obtain an IP address automatically on a server.

That aside, I am trying to add a 2nd DC Windows 2003, it’s failing in AD
Wizard with - The operation fialed becasue: The Active Directory Installation
Wizard was unable to convert the comuter account SERVER04$ to a domain
controller account. "Access is denied"

Tomorrow I will try removing the new Windows 2003 server from the domain,
change name and then try running the AD wizard again.

I just keep wondering if the TCPIP issue is causing me problems.

Plain and simple

On a Windows 2000 Server under TCPIP properties I click "Use the following
IP address" button. I then enter a staitc IP, Subnet Mask and Gateway. I
click OK and close the local area connection window. I re-open the TCPIP
properties and the setting the "Obtain an IP address automatcially" is
enabled. That's it...

You might check the Reg_Dword value of;
