Starup error

Hi,l get this message everytime i start up my computer or do a restart,

'This action cannot be completed because the other program is busy. Choose
Switch to, Retry or Cancel to activate the busy program and correct the
problem.'

Does anyone know what it might mean? Things l have already tried. I have
shut down every running program using 'msconfig' one at a time, but still
get the message.Hope someone can help,Regards Joe

What does a scan with a current version (not earlier than 2004)
antivirus using updated definitions show? Do the scan in Safe Mode.
