Server Busy problem

I am recently always getting a 'Server Busy' error window
pop up. It says

'This action cannot be completed because the 'Program
Manager' program is not responding. Choose 'Switch To'
and correct the problem'. Follow by 3 options - 'Switch
To..', 'Retry' and 'Cancel'(which you cannot click on)

Then I click 'Switch To...' and it often disappears but
it usually just reapperars straight away. Clicking retry
does nothing.
