Every time I start windows xp home I loose the quick launch toolbar from the
taskbar. it happens in all user profiles. When I shutdown or restart it says
saving settings but it is obviously not

Update your "VIRUS SOFTWARE REGULARLY"
 
Rightclick the taskbar/properties/check "Show Quick launch"
Now click Apply and OK to set and save settings.
