msconfig is one program built into windows.
I like 'autoruns' better, its a free download you can find with google.

Thank you guys.
I can't find the program that loads up at start up represented by a new icon
in the system tray, an icon I've never seen before.
I double clicked it and right clicked but nothing is showing, no sub-menu,
nothing.
It's a white circle with an horizontal red curvy band.
Any ideas?

What do you see/read when you move the mouse cursor over the icon and
let it sit there for a second or two?

Right click an empty area of the bottom blue Taskbar, choose
Properties, Customize. You should see a list of all the icons and
programs that are shown running next to the clock.

Do you see the strange icon in that list and what does it say about
it? Click Cancel, Canel when you are done.

Steffo - is the mystery icon closer to your Start button (called
"Quick Launch" on the bottom left of the screen) or is it closer to
the clock (called the "Notification Area" on the bottom right of the
screen)?

Looking at the icons to the left of the clock, do you see a <
character in a little circle? If yes, click that to reveal the hiding
icons. Before they disappear, move your mouse over each one and you
should see what it is about. Is the mystery icon there and still not
talking?

Do you know what anti virus software you are running? Please don't
say none. Sometimes if an installed program like an anti virus
program needs an update, it will put up an icon letting you know it
needs attention and then go away until it needs attention again.

We are all going to laugh when this is over...

I'm running NIS, Defender, AdAware, all updated.
I'm using IE8 with no problem at all on a XP SP3 Dell laptop.
I'm spending several hours per day on my computer and this mistery icon
appeared just like that: no new programs installed, just turning on my
laptop as I do every morning.

It's a real mistery.

Autoruns.exe shows what programs are configured to startup automatically
at system boot and at login, plus list of Registry and file locations
where applications can configure auto-start settings.

Okay. Did you recently update to IE8 and was the icon there before
the IE8 update? You mentioned that this was "new" icon, so I take
that to mean it was not there before - before something changed.
Maybe you can remember
what might have been installed and then you noticed the icon
appearing. My immediate thought is IE8 because I have not installed
it, but lots of people seem to have some anomalies after doing so.

The free autoruns program that Al Falfa suggested will show you a lot
of stuff. I have never used it before today, but some people swear by
(or at) it. There are several tabs to view and some may be completely
empty. But, wen you download and run it, it will indeed show you a
lot of interesting stuff, and for a lot of things, it will also
display the icon associated with the program. So, please download
that free utility, run it, look through the Everything tab from top to
bottom (especially at the top sections) and then page down through the
rest of the tabs from top to bottom and see if you can spot the icon
and the report everything it says about it. Maybe it will be on
several tabs, so include as much info as you can. You can remove it
later if you want.

FYI - some programs has the icon built into the program and some use
separate icon files (.ico) that you can change. Maybe the mystery
program icon display mechanism is broken somehow, but you will see it
in autoruns.

I am pretty sure that if somebody could see the icon, they would
recognize it right away! That is when the laughing will start.

There are free sites to upload things like screen shots to "show" us
the icon (such is not appropriate in these groups), but that may come
later. If you stare at it some more, take another shot at describing
it. So far we know: "It's a white circle with an horizontal red
curvy band". Does the red cury band look like this a white O with red
~ in it?

I know what that is... Somebody help me here.

Yes, it's just like that: a white O with red ~ accross it
(msconfig is not showing it, I will try auroruns later)
