The Windows XP installation CD is also a "startup disk"
and contains the tools necessary to perform repairs.

The Windows XP installation CD is bootable, and contains everything you need
to partition and format your hard disk and reinstall Windows XP.

If your CD drive is not working, properly or at all, it is possible to
create a set of diskettes to start the installation, but you're going to
need the Windows installation CD anyway, so in that case you would be better
off fixing your CD drive.
