How can I remove (not just unmark) unneeded lines from "startup" tab on
"system configuration utility" ???

You need to hack the registry here: HKLM\SOFTWARE\Microsoft\Shared
Tools\MSConfig. IMHO this is not a good idea. If you wish to remove some
startup program permanently then you should uninstall it.

You have to remove the shortcut from the Startup folder on Start menu or
find and remove the reference to the program from the registry run key.

If the mark has already been removed, the entry will be elsewhere, usually
here: HKLM/Software/Microsoft/Sharedtools/MSconfig/startupreg

I do not want to remove the programs.
Just to remove there reference in the STARTUP. Theay are currently not even
marked with "V" there.

Then you need to hack the registry in the place I mentioned before.

You could actually have your cake and eat it. If you rename the registry key
I gave before to something else then your disabled startup programs would
still be stored in the registry but they would not be visible under
msconfig.exe. Later on, when you want to make them visible again, you
reverse the renaming step.

Remember, Msconfig was designed to be a troubleshooting tool, not a
"startup configurer." Use MSConfig to determine the location of the
command that is attempting to start the program, and remove it. To
cease the selective startup notifications, either return your settings
to the way they were, or permanently remove the undesirable programs
from your startup configuration.

In most cases, with "well-mannered" applications, it's usually as
simple as opening the undesired program and deselecting the option to
"display icon in the system tray" or to "start when Windows starts."

Additionally, Look in the C:\Documents and Settings\All Users\Start
Menu\Programs\Start Up and C:\Documents and Settings\username\Start
Menu\Programs\Start Up folders, and in the system registry, primarily in
the HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run and
HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\Run keys.
