Startup problems

When I turn on the computer everything loads fine but when it reaches the log in screen it just says windows starting up for ages and nothing happens. If it does actually get to the users the mouse often gets stuck. I have to keep turning on and off the pc about 10 times before it actually works. I did everything in the dell troubleshooting guide and nothing worked. Can anyone help me?
 
Have you tried to start in Safe Mode ? Jym
