Startup Problem

Hi, I'm using Windows XP Professional SP2 operating system and whenever I
start Windows, a dialouge pops up stating that "Your SQL Server installation
is either corrupt or has been tampered with (Could not open SQLEVN70.RLL).
Please uninstall then re-run setup to correct this problem" . Could someone
please help me to solve this problem? I don't understand. Thanks.
