Vista Premium - Where is a tool to add or delete programs from the startup
menu? I have a few I do not want running everytime; and a couple that I want
to add to the startup routine?
 
Just type Sys in start search or go to Control Panel - Admin Tools - System
Configuration
 
You can add or delete programs to Startup the same way it was
done in XP, by editing the Start Menu:
Right-click the Start globe, Explore All Users, Programs,
Startup.

Not all programs that start automatically are in Startup.
As in XP, you can control those by using MSCONFIG.EXE.
Click the Start globe, type msconfig in the Start Search bar,
press Enter.
