prioritize startup programs

am running vista home premium sp1 and have IE7 set to launch on startup,
recently installed webroot desktop firewall 5.8; however since IE7 launches
before the firewall, it does not connect; how can i adjust the order of my
startup programs so that IE7 launches after the firewall program?
