Startup Entries?

I had a new entry pop up in my startup, it is Winctl.exe, can someone please
tell me what it is and whether i can remove entries in startup and register
for it?
 
Mate, it's a trojan downloader or translated a VIRUS downloader. This means
that this ISN'T windows system process and you should instantly delete it.

I would delete it, as it looks like a nasty to me, but you must make
up your own mind on what you see.

I would also advise a full system scan with an Anti-Virus program such as
NOD32.
