Startup Diskette

How do I create a startup diskette in XP...in was in
Add/Remove Programs in Win98.
 
Windows XP does not require a startup diskette because the Windows XP CD is
bootable and contains the Recovery Console.

Those are INSTALL disks, not a boot disk.
