Startup Configuration Change Attempt Detected

I have recently started running Start-up Guard and now it frequently
pops up with Startup Configuration Change Attempt Detected:
"RunDLL32.EXE C:\WINDOWS\cfgmgr52.dll,DllRun", responisble applicant:
explorer.exe.

Could someone tell me what this means?
And I have 4 choices: prevent this (always) or accept this (always).
What is best for my system?

3rd party software is bad enough in xp explorer,but in start-up....
Get rid of it,what purpose could it serve,xp hasnt even begun yet....
