starting Windows Installer Serv under msconfig?

I'm making my way through
http://support.microsoft.com/kb/824643
due to issues with .NET 1.1 installation, and have come to the point of
doing a clean boot (Manually remove and then reinstall the .NET Framework
1.1, point 6)
Here's the problem:
'When you use Msconfig.exe in diagnostic mode, reenable the Windows
Installer Service on the Services tab.'
But, when I do this, it tells me that either 'Plug and Play' or another
service is unavailable.

Anyone know which basic services need to run to get this going?
 
Disable all antivirus programs and all firewall programs that you have installed on your
computer. To do this, use the System Configuration Utility (Msconfig.exe) to perform a
clean start of your computer, and then disable any services that you do not need.

The only Services that you need to disable are 'antivirus programs and
all firewall programs'. Leave the MS Services alone.

However, no matter what I try I still return to the error message I've
been getting for some time now.

"Error creating process <C:\DOCUME~1\resitsb.CYC.001\Local Settings\Temp
\XIP000.TMP\cleanup.exe>. Reason: C:\WINDOWS\system32\advpack.dll"
(or some variation on that with the exe file or exact temp path.

The advpack.dll is there, its version is 7.0.6000.16512
(vista_gdr.070625-1522)

The advpack.dll is there, its version is 7.0.6000.16512

So this is a Vista issue, correct ? Being that this is an XP newsgroup,
perhaps you should post this issue to a Vista NG.

advpack.dll should be at V. 6.0.2900.2180 in XP
Suggest you check in WINDOWS\system32\dllcache and see if that Version
exists there
If so, replace the one in system32 with the proper Version
