starting off using frontpage and access

I'm going to create my first page with frontpage and access. I'm just
wondering about the limitations that I may encounter.
Perhaps I don't need access...
What I would like is a sign on page, where only users connected will be able
to download a specific files.
The database ideally would hold the username and password as well as the
location of the files, or perhaps the whole file?? (can that be done?)

The other alternative would be to go down the route of
dreamweaver/mysql/php... which isn't as easy to start up or create... but
will give me more scope.

Any tips/advice would be greatly appreciated

To add it would be office XP with frontpage.
